Birmingham City Council - New Local Plan Consultation

A report to Birmingham City Council's Cabinet for 14 October 2025 confirms that BCC intends to undertake a Focussed Preferred Options Consultation on the new Local Plan.  

This will be a Regulation 18 consultation and updates the Council's preferred development strategy, draft policies and site allocations taking into account the evidence gathered to date, and the views gained from the Preferred Options consultation previously carried out. Changes will include:

  • A revised growth strategy in accordance following changes to the NPPF and standard method for calculating housing need (stating there is no longer a shortfall in capacity);

  • Changes to local centres' policy to identify 'Centres for Change';

  • An updated list of housing regeneration areas;

  • Changes to Net Zero policies;

  • Growth zones policy revision, reducing the number of growth zones but inclusion of a new Central Cultural Quarter Growth Zone within the city centre;

  • A revised list of site allocations; and

  • A green belt review.
